decision-maker with the highest possible confidence. People move and
addresses go stale, so try multiple strategies.

Strategy:
  ENTITY     → pierce the company in the state corporate registry;
               pick the right entity (address match to county mailing;
               ACTIVE > INACTIVE; follow INC → LLC conversions; reject
               look-alikes by address); trace a local officer / registered
               agent, or the county "Care Of" if it's a national corp.
  INDIVIDUAL → people-search on the mailing address first, then by
               name if they moved. DISAMBIGUATE by matching the person's
               address history to the registry / county / property address
               + relatives + business-email domain; confirm before trusting.

What makes a lead reliable

A match scores high when the person's address history includes the property, registry or county mailing address, and a second signal backs it up: an uncommon surname, a relative living at the same address, or a business-email domain that matches the company. One signal puts it mid-range. A name-only guess stays low. Each resolved owner also comes with every number and email we found (on average 8 phones and 6 emails), ranked best first, so there's a fallback if the top contact is stale.
